Health Benefit Plan Rate Filings

Oregon law requires the Department of Consumer and Business Services to approve rates for individual, small employer group and portability health benefit plans, and to post requests for rate changes on its Web site.

These rate requests include a Rate Filing Summary that highlights the reasons an insurer wants a rate change. Other documents are filed to justify these requests and to show that an insurer's health plan meets all Oregon benefit requirements.

In addition to viewing rate proposals, consumers may view the department's decision in each case.

Rate filings for these types of plans are available here:

  • Individual plans: These cover one person or a family and typically are purchased by people who don't have employer-sponsored insurance.
  • Small employer group plans: There are for businesses with 2-50 employees.
  • Portability plans: These are sold to some people who are losing group insurance.
