A Notice of Proposed Rulemaking (NPRM) is filed with the Secretary of State when DHS proposes to adopt, amend or repeal a rule. For instructions on how to read proposed rule revisions, see below.

How to read proposed rule revisions:
Portions bolded mean new language is being added.
Portions with strikeout means language is being deleted.
The following may be typed near the top of the first page of a rule:
* | This is a New Rule - indicates this is all new language to be adopted. |
* | This Rule Has Been Revised in its Entirety- indicates
that a major portion of the rule has been altered so that showing changes
is too cumbersome and difficult to read. The entire current version of the
rule will be shown with |
* | This Rule is Repealed - indicates the entire rule (rule number/language) is being deleted. |
