How to Register (List) a Test Facility Per Section 2.948

In order to perform the testing for application for Certification under Parts 15 or 18 of the FCC Rules, a test facility must be Registered (Listed) with the FCC. To apply to be listed, the test facility must submit a description of the facility as required by Section 2.948 of the FCC Rules. The description will be reviewed and, if acceptable, the name of the test firm and the particular facility will be added to the Commission's list of test firms whose test reports will be accepted in conjunction with an application for Certification of equipment under Parts 15 or 18. There is no fee required for this procedure.

The submission must include all the information specified in Section 2.948 for both the radiated emissions test site and the line conducted emissions test site which must comply with the requirements of ANSI C63.4 and MP-5. The description should be submitted electronically at 'Register New Test Firm' under 'Filing Options' at https://fjallfoss.fcc.gov/prod/oet/cf/eas/index.cfm . Provide all the information including telephone number; fax number; e-mail address, and indicate whether or not the facility provides testing services for the public by indicating "Y" or "N" in the 'Contract' field. The description should be uploaded as files under the various exhibit types. The limit on file size is 4 megabytes, but every effort should be made limit the size to much less.

All entities doing business with the Commission must have an FRN (FCC Registration Number). If the test firm does not have an FRN they must obtain one at https://fjallfoss.fcc.gov/cores/CoresHome.html prior to submittal of the description Test facilities that have been evaluated and found acceptable will be added to the Commission's list of Registered (Listed) test facilities and a letter so indicating will be mailed to the test firm. Note that the listing must be renewed every three years. Accepted facilities that indicate that they will provide testing services for the public will appear on the list of Test Firms on the OET (Office of Engineering and Technology) Web site.

Note that a test facility that is Accredited per Section 2.948 may also perform the testing for Certification under Parts 15 and 18 permitted for a Registered test facility without submitting a description of the facility for Registration. Accredited facilities that indicate that they will provide testing services for the public will also appear on the list of Test Firms on the OET Web site.
