Governor Granholm's Plan to Transform Michigan's Economy

In her first term, Governor Jennifer Granholm set in motion the most comprehensive and aggressive economic plan in the nation, working to diversify Michigan's economy, educate Michigan children, give every student the opportunity to attend college, and create universal access to affordable health care. Determined to face the challenge of this new era head-on, she set a course of bold change that would end a decade of drift. While battling a rising tide of red ink in the state's budget, Granholm insisted that Michigan begin a long overdue transformation of its economy so that every citizen could have the opportunity to achieve a good life.

Following her election to a second term, Governor Granholm is pushing to kick Michigan's economic plan into overdrive. She has a plan that builds on every success and aggressively goes after new opportunities for economic growth by increasing efforts to diversify the economy, reforming government to cut costs, strengthening Michigan schools, retraining displaced workers, expanding access to health care, and revitalizing Michigan cities.

Protecting Our Quality of Life
Granholm believes education, health care, a healthy environment and public safety are the key ingredients of a good life for Michigan families and has fought hard to protect them despite the state's fiscal challenges.
Continuously Improving Our Business Climate
The Governor has signed 93 targeted tax cuts for businesses, including a $600 million cut for our manufacturers that encourages the insourcing of jobs. She balanced the budget in the face of unprecedented deficits and has reduced permitting time for some business permits by 60 percent. Her proposed changes to Michigan's tax structure, including new revenues, will keep Michigan's taxes below the national average, and it is structured to help keep Michigan businesses competitive. The Governor is also creating strong cities to anchor regional economies and attract a young, educated workforce.
Creating Jobs Today
The $3.8 billion Jobs Today initiative is putting tens of thousands of Michigan citizens to work by accelerating 10 years of road and bridge construction work, nursing home improvement and pollution cleanup projects. She's putting people to work today and making Michigan work better.
The Challenge
In the 20th century, no state defined the American Dream more than Michigan. This was the place where hard work could lead to a good life. People across our nation and around the world came to Michigan to build businesses, create communities and raise families. Through their innovation and perspiration, they built some of the world's best known and best loved products and made Michigan the premiere manufacturing center on the globe. Today, in a new century, this tradition of hard work and bold thinking still characterizes our people. Our state remains home to major manufacturing industries and proud communities. But Michigan faces tremendous challenges.
No Worker Left Behind
Governor Granholm has proposed a revolutionary program to offer free tuition for college or other training to displaced workers across the state. Additionally, the MI Opportunity Partnership connects those seeking work with jobs that are available right now and helps others get the skills they need to land good paying jobs. The Partnership has already helped 112,000 people get jobs last year, and trained many of them for new careers.
Preparing All Students for Success
Governor Granholm believes in the promise of public education and that every child should have the opportunity to attend college or get technical training. Thanks to the Governor's leadership, all high school students will now, for the first time, be required to complete a rigorous curriculum. Her Michigan Promise scholarship makes every high school graduate eligible for a $4,000 scholarship to continue their education beyond high school. As further steps, the Governor has proposed raising the dropout age and expanding pre-school and kindergarten, and creating "Promise" zones to further increase opportunities for higher education.
Diversifying Michigan's Economy to Create Jobs
Many have talked about diversifying Michigan's economy, but Governor Granholm took action. Her 21st Century Jobs Fund is a $2 billion initiative to create thousands of good-paying jobs that won't be outsourced and that will keep our kids in Michigan. It is diversifying our economy by attracting the high-growth industries of tomorrow including life sciences, alternative energy, advanced manufacturing, and homeland security. The first round of funding has already sparked 67 cutting-edge companies and projects to invest in Michigan, creating thousands of new jobs.
Making Health Care Accessible and Affordable
Thanks to Governor Granholm's initiatives, more than 300,000 Michigan citizens have gained access to health care and prescription drug benefits. Now, through her Michigan First Health Care Plan, the Governor is working to make affordable health care universally accessible to everyone in Michigan.
