Economic Stimulus Programs Administered by ADECA

Welcome to the “economic stimulus” section of ADECA’s Web site. Here you will find information about new programs and additional funds ADECA expects to receive as part of the American Recovery and Reinvestment Act of 2009.

This page will soon include an overview of each grant program, including monthly reports containing job creation and retention numbers, funding amounts, expenditures and other data specific to each program. For more information and documents about these programs, please visit the links at the right under the heading “ADECA Stimulus Web Pages.”

The resources allocated to ADECA will enable our department to support and strengthen Alabama through a variety of programs. We are awarding grants for job training and assistance, alternative energy research and development, community development projects and specialized law enforcement task forces. ADECA programs will help many low-income families weather the current economic storm, avoid homelessness, improve housing and lower home energy costs.

Community and Economic Development

Community Development Block Grants - Alabama is receiving $7,049,436 for community development projects such as upgrades to water and sewer systems and road resurfacing.

Community Services Block Grants - Stimulus funds totaling $18,337,000 have been allocated to help low-income individuals and families achieve self-sufficiency.

Homelessness Prevention and Rapid Re-housing - The state is approved for $13,328,942 in stimulus funds to help homeless people find housing and assist families who would otherwise become homeless whose household income is at or below 50 percent of the area median income.

Energy

Energy Efficiency and Conservation Block Grants - ADECA is receiving $10,350,200 to help local governments and other eligible organizations decrease energy consumption, improve the energy efficiency of buildings and vehicles, reduce fossil fuel emissions, spur economic growth and create or retain jobs.

State Energy Program - The U.S. Department of Energy has allocated $55,570,000 to Alabama for projects to reduce energy costs and consumption for consumers, businesses and government, reduce reliance on imported energy, improve the reliability of electricity and the fuel supply and reduce the environmental impact of the production and use of energy.

Weatherization - ADECA’s Weatherization Assistance Program has been allocated $71,800,599 to help low-income families reduce energy costs by increasing the energy efficiency of their homes.

Law Enforcement

Edward Byrne Memorial Justice Assistance Grant program - ADECA is administering $18,711,919 to fund personnel to staff local law enforcement agencies and drug task forces across the state and support Department of Corrections programs.

Violence Against Women Act - ADECA will receive $2.2 million in additional funding from the U.S. Department of Justice to support programs that address violent crimes against women.

Victims of Crime Act - Additional funds of $809,000 have been allocated to help give crime victims access to professional assistance, with priority given to victims of child abuse, domestic violence and sexual assault.

Workforce Development

Workforce Investment Act Adult - ADECA has received $5,103,029 to help economically disadvantaged adults age 25 and older obtain job training in high-growth, high-demand occupations.

Workforce Investment Act Dislocated Workers - ADECA has received $13,193,657 to help workers who have lost jobs through no fault of their own receive training in high growth, high demand occupations.

Workforce Investment Act Youth - ADECA has received $11,647,403 for services to youth ages 14-24, including GED preparation for high-school dropouts, career exploration and job training or work experience.
