Healthy Kids Program
Oregon has a new health care program for children, called Healthy Kids. Created by House Bill 2116 during the 2009 Legislative Session, Healthy Kids provides coverage for all uninsured children up to age 19. The plan offers comprehensive health care coverage that includes dental, vision, mental health and physical health care. It provides options for families at all income levels, removes barriers to accessing health care coverage and builds on existing programs already available to Oregon families.
 
The Office of Private Health Partnerships (OPHP) will administer the private market components of Healthy Kids, which are scheduled to be implemented in phases by January 1, 2010:
  • Uninsured children with access to employer-sponsored insurance (or ESI) from 0-300 percent of the Federal Poverty Level (FPL) can receive assistance paying for that ESI premium;
     
  • Uninsured children between 200-300 percent FPL can receive assistance paying for a new health plan created by the State of Oregon and offered by licensed insurance companies selected in a competitive process; and
     
  • Uninsured children above 300 percent FPL can purchase this new plan, but must pay the full premium cost.

Information for Insurance Carriers and Plans interested in participating in the new health insurance plan, and other interested stakeholders:
 
OPHP will be releasing a Request for Proposal for the new private insurance plan for Healthy Kids. It is scheduled to be released on August 14, 2009, on the Oregon Procurement Information Network (ORPIN).
 
On July 22, OPHP presented information about the RFP to the Medicaid Advisory Committee for feedback on the benefits and RFP process. OPHP welcomes comments and suggestions from the public on the RFP. Please send those comments by July 29, 2009, to Eve Ford.
