Generating Jobs with Infrastructure Investment
President Barack Obama signed a $787 billion economic stimulus Act into law on Tuesday, February 17th, 2009. The Act will stimulate
Montana's economy by creating or supporting thousands of transportation-related jobs and making long-term improvements and
investments to our highway,
public transit,
passenger rail, and
aviation systems.
This Act provides over $227 million for Montana's highway and transit transportation infrastructure. The Montana Department of
Transportation (MDT) has identified 69 Highway Infrastructure Investment candidate projects as a starting point for the
recovery effort which will more than meet federal requirements for obligating 50% of the highway stimulus funds within 120 days.

Highway project criteria include:
- Project readiness
- Consistency with performance management tools
- Consideration of urban, rural, and tribal projects
- Consideration of geographic distribution, economically stressed areas, job savings or created, and project delivery

Transit Capital Assistance projects have been approved and are posted under the ARRA-STIP Amendment10.
$15.6 million of ARRA funds to be distributed towards Montana Transit projects.
$11.3 million of this funding will go towards rural communities for 11 facilities and 58 vehicles. Billings, Missoula, and Great Falls will receive remaining ARRA Transit funding.
Criteria of these projects include:
- All current rural general public providers in all areas of Montana will have the opportunity to benefit from stimulus funds.
- Communities receiving funds must use the facilities and vehicles that support coordinated or consolidated community transit services that result in sustainable levels of coordinated or consolidated community transit services that result in sustainable levels of service and an asset management approach to capital management.
- Air quality and congestion relief will be taken into account when purchasing vehicles.
- Replacement of aging fleets with more energy-efficient and reliable vehicles and energy upgrades for facilities will increase energy efficiency and reduce maintenance costs.
