Description
During the 2003-05 biennium, the legislature (through SB12) authorized Library Services and Technology Act (LSTA) funds to subsidize the purchase of basic electronic resources for Oregon libraries under the Oregon Statewide Database Licensing Program (SDLP). From 2005 to 2009 the LSTA funds provided a 50% subsidy for academic and public libraries and fully funded school and tribal libraries. As of September 1, 2009 LSTA funding will be used to fully subsidize the 18 databases being provided by Gale/CENGAGE Learning for a cost of $295,000.

To be eligible academic, public and tribal libraries must apply each year and must certify that they have endorsed and abide by the Oregon Library Association (OLA) ILL Code (PDF).  Contact Library Development Services at 503-378-2525 to check if your library has endorsed the ILL Code, or check for your library on the appropriate list. The required forms are sent out to libraries each year in May and are due back to the State Library by June 15.
 
For 2009-10 fiscal year, forms are being made available online at http://galesupport.com/oregon; participating libraries must download, print, sign, and mail the appropriate forms to the State Library by August 31, 2009 in order to participate this year.

Advisory Committee & Meeting Minutes
The Statewide Database Licensing Advisory Committee (SDLAC) is a committee of the LSTA Advisory Council, which advises the Oregon State Library Board of Trustees. The primary responsibilities of the committee are to:
  • Advise the LSTA Advisory Council and the Oregon State Library in the drafting of requests for proposal, the review of proposals, the recommendation to license database(s), and the allocation of costs to participating libraries.
  • Advise the Oregon State Library to negotiate for additional databases as needed, but will not assume a subsidy from the State Library.
  • Advise the Oregon State Library on the need for and the content of changes to the OAR and ORS that have a potential effect on the Statewide Database
 
The committee meets minimally twice a year, more often during the proposal/procurement process.

History of the Statewide Database Licensing Program in Oregon
The Oregon Statewide Database Licensing Program was created by the passage of SB12 into law in July 2003. SB12 is a result of the Oregon Library Association's Vision 2010, and the work of the 2002 Senate Interim Task Force on Library Cooperation. The Statewide Database Licensing Program is an Oregon State Library program funded by the Library Service and Technology Act (LSTA), and supersedes the Oregon Statewide Database Licensing Group, the representative library steering group that negotiated and set policies for previous statewide database contracts (with University of Oregon as fiscal agent and Orbis Cascade Alliance as administrator).


For fiscal years 2004-08, EBSCO Publishing was selected to provide general periodicals for the Oregon Statewide Database Licensing Program.
 
From July 1, 2005 - July 31, 2008, the Oregon State Library was able to fully subsidize the cost of The Oregonian through NewsBank. In May 2008, NewsBank proposed to raise the cost of the state license for The Oregonian database from $54,000 to $150,000 for the 2008-2009 fiscal year. In making their recommendation to the Board, the Statewide Database Licensing Advisory Committee was very concerned about agreeing to such a large increase in the cost of this product, particularly in light of the modest use the database had in most Oregon libraries. The SDLAC discussed the possibility of trying again, in a year or so, to get a more reasonably priced statewide license to The Oregonian database.
 
In May 2009 and in conjunction with the State Library and DAS, SDLAC completed a rigorous proposal review process and selected the Gale/CENGAGE Learning proposal.  Both the LSTA Advisory Council and State Library Board approved the recommendation and the State Library proceeded with the procurement process.
 
In August 2009, a new contract was signed to begin September 1, 2009. This contract will be in effect for two years and then the State Library will have the option to renew for up to three years.
