2009 Health Services Commission Biennial Report Released
The Health Services Commission of the Department of Human Services' Office for Oregon Health Policy and Research reported, in accordance with ORS 414.720(3), a new Prioritized List of Health Services for the 2009-11 biennium to supersede the list currently under implementation.

The 75th Oregon Legislative Assembly is currently considering a funding level for the new list to include the services on lines 1-502 (the funded portion) out of the 679 total lines. This level of funding equates to the funding level of 503 out of the 680 lines on the current list. It should be noted that OHP Standard will retain its current additional exclusions and that exclusions beyond those represented by the non-funded region of the Prioritized List are being considered by the legislature for OHP Plus as well. Pending approval of the resulting benefit packages by the Centers for Medicare and Medicaid Services (CMS), the new list will be implemented on January 1, 2010.

As in the 2007 report, the rankings of the Prioritized List of Health Services included in this report are based on the first revision of the prioritization methodology since the Oregon Health Plan's implementation in 1994. This methodology places a new emphasis on preventive care and chronic disease management in the recognition that the utilization of these services can lead to a reduction in more expensive and often less effective treatments provided in the crisis stages of disease. The methodology also reflects a better account of clinical effectiveness and cost-effectiveness into the ranking of health services as directed by Section 8 of House Bill 3624 (2003) and codified in ORS 414.720(4b).
