Fully Capitated Health Plans (FCHPs) reimburse non-contracting DRG hospitals for inpatient and outpatient services based on 80 percent of the Medicare rate. This policy is stated in OAR 410-120-1295, found in the General Rules Rulebook at www.dhs.state.or.us/policy/healthplan/guides/genrules/main.html.
