Governor Announces New Director of Department of Administrative Services
Governor Kulongoski appoints Scott Harra to lead DAS
 
Salem   Governor Ted Kulongoski today announced the appointment of Scott Harra to serve as Director of the Oregon Department of Administrative Services (DAS).
 
“Scott is an experienced public servant who brings seasoned leadership to this important job,” the Governor said.  “He’s an able manager who knows how to meet goals efficiently and economically.  His skills are especially valuable as we prepare for the 2009 legislative session, and continue to advance our effort to make state government more effective and responsive to the citizens of Oregon.”
 
Harra replaces Lindsay Ball, whom the Governor selected to head the Oregon Wireless Interoperability Network.  Harra has served as interim-deputy director of the Department of Administrative Services since December.  His appointment as DAS director takes effect on March 10.
 
“I’m excited and eager to start working on new challenges,” Harra said.  “I look forward to helping the Governor’s team prepare a legislative agenda for 2009, and I intend to carry forward the Governor’s initiative to achieve excellence in every aspect of state government.”
 
The Governor and Harra both conveyed their thanks to Kris Kautz, who has acted as interim director of the Department since Ball’s departure.  Harra said Kautz would return to her previous post, which is deputy director of the Department of Administrative Services. 
 
“Kris has provided steady and effective leadership during a challenging time, which included the first-ever supplemental legislative session,” the Governor said. “I’m grateful for the good work she did, and I’m delighted she will stay on as deputy director.”
 
Harra has served in the Oregon Department of Consumer and Business Services since 1989, first as a budget manager, and then as administrator of the Fiscal and Business Services Division.  He received training in public administration and budget analysis at the Department of Administrative Services from 1987 to 1989, during which he served as an assistant budget analysis in developing the Governor’s budget.
 
Harra graduated cum laude in Arts/Economics and Political Science from Linfield College in 1986.
