Governor Carcieri Signs Law Increasing Fines for Industrial Pollution Offenses

Governor signs bill into law

Governor Donald L. Carcieri joined Representative John Edwards (Portsmouth/Tiverton), Senator Walter Felag, Jr. (Bristol/Tiverton/Warren), and the Department of Environmental Management (DEM) this morning at the Tiverton Town Hall for a ceremonial signing into law legislation that increases the maximum fines against industrial polluters from $1,000 to $25,000 per violation, per day, by creating a penalty provision for non-compliance with the DEM’s Industrial Property Remediation and Reuse Act.

The legislation (H 5061 Sub A and S 0050) stemmed from the incident in Tiverton where pollution by manufactured gas wastes resulted in the contamination of 100 properties. The Governor officially signed the legislation into law on June 30, 2009.

Justice Paul A. Suttell Sworn in as Chief Justice of the Rhode Island Supreme Court

Justice Paul Suttell sworn in as Chief Justice

Governor Donald L. Carcieri officially delivered the oath of office to Justice Paul A. Suttell as the Chief Justice of the Rhode Island Supreme Court as hundreds of colleagues, family and friends looked on. Justice Suttell was joined by his wife Mary Suttell, his children Will and Grace, and his in-laws Edward and Jane Cissel. Chief Justice Suttell resides in Little Compton.

“Justice Suttell possesses the very highest of ethical standards,” said Governor Donald Carcieri. “He is a person of great character and humility, and he is widely recognized for his judicial temperament, for his fair-mindedness, and for his ability to work collaboratively to reach consensus. Through the years, he has served our state with tireless devotion and integrity.”

Governor Signs Landmark Long Term Renewable Energy Contracting Legislation

To kick off theGreen Economy Roundtable, hosted by Governor Carcieri, Speaker William Murphy, Senate President Teresa Paiva Weed, and the RI Economic Development Corporattion, on June 26, Governor Carcieri signed groundbreaking legislation that requires the state’s largest electric utility to enter into long-term contracts to purchase power from renewable energy producers in Rhode Island.

“It is most fitting that we sign landmark renewable energy legislation at today’s Roundtable,” Governor Carcieri said. “Enacting this law will accelerate our efforts to be the first state in the nation to have an offshore wind farm, and it will open the door of opportunity for us to have large-scale renewable energy projects, greater price stabilization for consumers, and more green jobs in Rhode Island. We have the natural resources and the skilled workforce, and now with this important legislation we have the regulatory environment that is critical to spur the development of this industry.”

Governor Carcieri Featured In Caring Magazine

Governor Donald L. Carcieri was featured in the June 2009 volume of Caring magazine, a publication of the National Association for Home Care and Hospice. The article discusses the Governor’s focus on health care, and more specifically, the Global Medicaid Waiver which allows Rhode Island’s Medicaid program to be rebuilt on a foundation of home and community-based care.
