Safety Net Advisory Council (SNAC) Report

This report was compiled at the request of the Governor's office and provides a comprehensive look at Oregon's safety net system.

The report includes a small number of uniform data points from across the core safety net spectrum (Federally Qualified Health Centers, Isolated Rural Health Facilities, School-based Health Centers and Community Sponsored Clinics). It describes what the safety net is, where core safety net providers are located and why the safety net is a critical part of the broader health care delivery system. It further contains the Safety Net Advisory Council's recommendations to the Oregon Health Fund Board and its policy priorities moving forward.

Access to Care
Access to timely health services is not a guarantee for every Oregonian.
Lack of health insurance, health care provider shortages, cultural and linguistic barriers as well as a myriad of other impediments prevent people from getting the care they need when they need it. Lack of access leads to negative health outcomes and increases the cost of health care for every Oregonian. Consequently, HSP undertakes or participates in a variety of efforts to improve access to health care:
