USAID Program Planning Documents
Includes Operational Plans (OP), Performance Reports (PR), Annual Reports (AR), Results Review and Resource Requests (R4), Country Development Strategy Statements (CDSS), and Annual Budget Submissions (ABS). ARs in the this collection do not include any of the budget information, but do include detailed performance data organized by Strategic Objective. You can also search the 2006 OP reports and much of the AR data included in these reports via a web-based search interface, available at the partners.usaid.gov.

View the historical collection of AID Handbooks, formerly the Agency's primary medium for directive materials including policy, regulations, procedures, and guidance. Guidance on current Agency policy directives and required procedures can be found on USAID's ADS homepage.
The Users Guides are issued occasionally by USAID bureaus and offices. The guides provide an overview of how the office or bureau is organized, and summarizes their programs and strategic plans. Users guides that have been subsumed into parent bureau guides are listed hierarchically below the parent organization.
