NH Employment Security's new online
Unemployment Insurance System is coming

August 17, 2009

NOTICE

All Phone And Internet Unemployment Filing Systems Will Be UNAVAILABLE from NOON MONDAY AUGUST 10, 2009 until MONDAY AUGUST 17, 2009

During this time, a new system that offers more advantages and efficiencies will be installed.  To avoid a delay in benefit payments, claimants MUST file their unemployment claim for week ending August 8th NO LATER THAN NOON ON MONDAY AUGUST 10

To file a continued claim after noon on August 10 and before the new system is available on Monday August 17, claimants can download a Continued Claim form. Once completed, the form can be brought to the nearest NH Employment Security office or mailed to the Benefit Adjudication Unit, PO Box 9506, Manchester, NH 03108. 

To file a new claim, claimants can visit their nearest local office or call our customer service line at 1-800-266-2252.

All current claimants will be receiving a letter between August 10 and August 15, providing them with instructions on signing on to the new system, including a new password.  Also Effective August 17, 2009, any unemployment benefit program payment can be offset to recover existing overpayments. If you do not have a payment plan established with this department, benefits payable after August 17 will be offset in their entirety to recover existing overpayments.  To establish a payment plan, call 1-603-229-4391 during normal business hours, Monday to Friday, 8 am to 4:30 pm.

Effective with the week ending 7/18/09 all continued claims must be filed within the limits of Emp Rule 501.04. The 28-day emergency rule allowing up to 28 days to file a weekly claim expired on 7/8/09.

If you are filing weekly and have been filing in conformance with our established rules (not the 28 day emergency rule) that state that you must file a weekly claim no later than 6 days following the week ending date of the week claimed and your next week claimed is the week ending 7/18/09, it must be filed by 7/25/09.

Bi-weekly claims for the weeks ending 7/4/09 and 7/11/09 will be considered timely if filed by 8/8/09. Bi-weekly claims filed for the weeks ending 7/11/09 and 7/18/09 shall be timely if filed by 8/8/09.

If you are filing weekly claims, relying on the 28 day emergency rule, and file for the week ending 7/18/09, it is timely if filed by 8/15/09.

Any continued claim filed between 8/11/09 and 8/15/09 must be filed on paper due to the implementation of the new benefits computer system

It is important to know that the computer system will not allow filing claims out of order, in order to claim the week ending 7/25/09 you must file a weekly claim for the week ending 7/18/09 unless the week ending 7/25/09 is the first claim you are filing after being separated from work or having not claimed benefits due to a break in your claim.
