American Recovery and Reinvestment Act

Hampton Roads Transit is the recipient of funds from the American Recovery and Reinvestment Act. Below is how the agency plans to use these funds. Please refer to one of these web sites for more information:

  1. HRT Southside Facility Replacement ($14,000,000 Section 5307): Funding to complete Phase I replacement of HRT’s Norfolk bus operations and maintenance facility.
  2. Seven (7) Forty-foot Diesel Buses for Replacement ($2,660,000 Section 5307): These funds will replace buses that are beyond the FTA useful life criteria guidelines as established by the FTA
  3. Information and Management Systems ($600,000 Section 5307): These funds will be used to upgrade HRT’s Information Technology System, video conferencing capability and provide real-time bus arrival information at 5 major HRT facilities. This provides for “airport style” information screens showing the current real-time bus route information from the ACS CAD-AVL system. Locations would be the Hampton and Newport News transportation centers, and major HRT operating facilities in Hampton, Norfolk and Virginia Beach. Video conferencing equipment will be located in the HRT operating facility in Norfolk. This project would allow for public and internal meetings via teleconference between HRT’s two main administrative offices in Norfolk and Hampton.
  4. Environmental Management System Program and related improvements/upgrades ($300,000 Section 5307): Includes a Comprehensive Environmental Compliance Inspection and Audit and subsequent development and implementation of required replacement/upgrade of equipment.
  5. Supervisory and Service Vehicles and Support Equipment ($2,100,000 Section 5307): New/replacement non-revenue vehicles.
  6. Transfer Center Upgrades ($1,600,000 Section 5307): Facility upgrades for HRT’s Hampton and Newport News Transit Centers, including roofing, lighting, and related interior improvements.
  7. Shop Tools and Equipment ($2,500,000 Section 5307): Replacement of general use shop equipment including grinders, drill press, pressure washers, chain hoists, etc. at all HRT facilities.
  8. Bus Wash at Headquarters facility in Hampton ($336,312 Section 5307). Funding reflects replacement of existing bus wash equipment and system.
  9. Preventive Maintenance ($437,148 Section 5309): Will be applied toward eligible preventive maintenance expenses.
  10. Engine retrofit of 138 transit buses ($1,950,000 EPA-National Clean Diesel Program). To improve air quality, by reducing diesel and other exhaust emissions through the retrofit of 138 Gillig and Optima transit buses ranging from year 2000 to 2006 engine model year with diesel particulate filters.
  11. Ten (29’) Hybrid Buses ($5,500,000 FTA Transit Investments for Greenhouse Gas and Energy Reduction [TIGGER]): These funds will replace buses that are beyond the FTA useful life criteria guidelines as established by FTA and reduce greenhouse gas emissions.
  12. Hampton Maintenance Facility Infrastructure upgrades and related expenses ($2,100,000 TIGGER). Facility upgrades for reduced energy consumption to include HVAC, lighting and window replacements.
  13. Southside Facility Phase IA Designand Construction and related expenses of Sustainable and LEED Building Features ($2,250,000 TIGGER). To include a green roof system for Phase IA as well as a solar powered water heating system for energy reduction capabilities.
