EECBG Grant Update!!

The Department of Natural Resources (DNR) submitted Louisiana’s plan to the Department of Energy (DOE) for distributing Louisiana’s allocation of grant funding on June 25, 2009. Within the next 120 days, we expect to receive final approval of the plan. Parishes will receive a proportional allocation to be spent according to the DOE guidelines.

DNR is in the process of working with the state's eight regional planning commissions and plans to host three workshops around the state in order to assist the parishes with their efforts. The workshops will provide assistance with the development and implementation of projects, as well as applicable forms and environmental impact statements, leveraging opportunities, and other energy efficiency opportunities. The first workshop will be in Batron Rouge in conjunction with a special one day event hosted by Congressman Bill Cassidy.

Overview of the American Recovery and Reinvestment Act of 2009 (ARRA)
The American Recovery and Reinvestment Act of 2009 (Recovery Act) was signed into law by President Obama on February 17, 2009. It is an unprecedented effort to jumpstart our economy, create or save millions of jobs, and put a down payment on addressing long-neglected challenges so our country can thrive in the 21st century.
The Act is an extraordinary response to a crisis unlike any since the Great Depression, and includes measures to modernize our nation's infrastructure, enhance energy independence, expand educational opportunities, preserve and improve affordable health care, provide tax relief, and protect those in greatest need.

State Energy Program (SEP)
The US DOE State Energy Program (SEP) provides grants to states and directs funding to state energy offices from technology programs in DOE's Office of Energy Efficiency and Renewable Energy. States use grants to address their energy priorities and program funding to adopt emerging renewable energy and energy efficiency technologies.

Energy Efficiency and Conservation Block Grants (EECBG)
The American Recovery and Reinvestment Act of 2009, Public Law 111-5, appropriates funding for the Department of Energy (DOE) to issue/award formula-based grants to states, U.S. territories, units of local government, and Indian tribes under the Energy Efficiency and Conservation Block Grant (EECBG) Program. DOE's authorization for this program is set forth in Title V, Subtitle E of the Energy Independence and Security Act (EISA) of 2007. The purpose of the EECBG Program is to assist eligible entities in creating and implementing strategies to: reduce fossil fuel emissions in a manner that is environmentally sustainable and, to the maximum extent practicable, maximizes benefits for local and regional communities; reduce the total energy use of the eligible entities; and improve energy efficiency in the building sector, the transportation sector, and other appropriate sectors.
