This request will assist BJS in completing phase one of the study begun in 2001, and in initiating Phases two and three. | |||

Currently, there are no ongoing national programs that provide systematic and recurring information on criminal victimization of persons with disabilities. The proposed initiative will enable the Bureau of Justice Statistics to develop a methodology and to initiate preliminary testing of potential questions to be used to enhance the National Crime Victimization Survey (NCVS) to measure the victimization of the disabled population in the United States. This data collection is required under P.L. 105-301, the Crime Victims with Disabilities Awareness Act, which was signed by the President on October 27, 1998. | |||

The President's Budget proposes restructuring the composition of the current mix of programs administered by the Office of State and Local Domestic Preparedness Support (OSLDPS). Driving the restructuring is the ramping down of the Nunn-Lugar Domestic Preparedness Program in FY 2002 (cities will receive grants for the procurement of training equipment and the conduct of Phase II exercises for cities 106-120), and the receipt of individualized training plans from each of the 50 states and the District of Columbia in FY 2001. The primary changes to the program are to combine the training programs into one line-item to provide flexibility for OSLDPS to respond to the types of individualized training requested by the states. Additionally, important pieces of of the overall training needs are kept as line items. The major pieces of the reorganization are detailed below.
