State Emissions Mitigation Program

In January 2001, Governor Gray Davis issued Executive Order D-24-01 to establish the Emission Reduction Credit Bank, which would be administered by CARB.  The NOx and PM10 emission reduction credits generated by this program through a financial incentive process will be made available to natural gas fired turbine power plant peaking sources that need emission offsets in order to add new or expanded capacity for plants that are on-line in 2001.

CARB was allocated $68 million to fund NOx and PM10 emission reduction projects under this Executive Order.  In March 2001, CARB issued a state-wide solicitation for eligible projects.  CARB requested AQMD to administer those emission reduction projects that are qualified under CARB guidelines and are located in the South Coast Air Basin.  

During the past five years, the AQMD has received and spent approximately $30,000,000 on emission reduction projects under this program.  This amount included monies for special projects:  $3.1 million for the installation of PM traps on on-road vehicles, $1 million for NOx and PM reduction projects at the Port of Los Angeles, and $0.5 million for the development of diesel particulate matter filters for airport ground support equipment (GSE).  The total sum of $24,322,925, which excludes the three special projects, has been allocated towards NOx and PM reduction projects that include construction equipment, marine vessel, on- and off-road vehicles, and MSRC projects.

The Board-approved projects are listed in the Board letters in Table 1.
