Introduction to Carl Moyer Fleet
Modernization Program
The South Coast Air Quality Management District (AQMD) is pleased to
announce a funding opportunity for heavy-duty on-road truck fleet
modernization in the South Coast Air Basin under the Carl Moyer program.
This program is designed to assist truck owners/operators to replace
pre-1990 heavy-duty diesel trucks (Class 7 and 8) with Model
Year 2007 or newer diesel-fueled trucks or natural gas-fueled trucks. Applications
are being accepted now,
and projects will be funded on a first-come first-served basis if all
program requirements are met.
Program Requirements
This program will assist truck owners/operators to replace pre-1990
heavy-duty Class 7 and 8 diesel-fueled trucks with Model Year 2007 or newer
diesel-fueled and natural gas-fueled trucks in the South Coast Air Basin. The trucks must have a
gross vehicle weight rating (GVWR) of 26,001 pounds or greater. If a project qualifies under this program,
the older pre-1990 truck must be destroyed. This program is open to both
single owner/operator and fleet owner/operator. The maximum number of trucks per
company that will be funded under this Program Announcement would typically
be five, though certain targeted vocations (such as agriculture,
construction, mining and forestry) can qualify for up to 20 trucks per
company. This program will
only fund up to 80% of the cost of the newer replacement truck. AQMD
approved global positioning system (GPS) electronic monitoring unit (EMU)
must be installed on all replacement trucks. AQMD will cover the cost of
GPS-EMUs. The total cost of the newer truck, GPS-EMU systems for each
truck shall not exceed $150,000.
AQMD will not cover the cost of
fueling infrastructure. The trucks must operate in the South Coast Air Basin
for at least 75% of the total annual operating time for a minimum of three
years. Owner/operators must disclose their vocation and stay in the same
vocation for 85% of the time for a period of at least three years.
Funding
The total funding for this program under this Program Announcement is $6
million.
Proposal Evaluation
If all program requirements are met in accordance with Program Announcement
#PA 2008-08, projects will be funded on a first-come first-served basis.
When Does the Program Start?
The program started with the AQMD Board approval on April 4, 2008.
When is the Project Completion
Deadline?
All replacement trucks must be delivered and in operation by June 30, 2009.
