Mobile Source Emission Reduction Credit (MSERC) and Area Source Credit (ASC) Programs

Regulation XVI and Regulation XXV provide opportunities to generate mobile source or area source emission reduction credits from on- and off-road vehicles, lawn and garden equipment, marine vessels, marine vessel hotelling operations, truck/trailer refrigeration units, truck stop electrification, and agricultural pumps.  The mobile source and area source credit programs are based on variety of purchase, retrofit, repower, or scrapping projects.  MSERCs and ASCs, once approved by the AQMD, can be sold or traded on the open market and used to offset emissions from stationary sources, RECLAIM, Regulation XIII, or employee commute programs. 

In 2001, the AQMD’s Governing Board adopted six pilot credit generation rules.  The purpose of these rules is to provide opportunities to generate NOx emission reductions from mobile and area sources for use in the RECLAIM program.  The six pilot credit generation rules include:

Rule 1612.1 – Mobile Source Credit Generation Pilot Program

Rule 1631 – Pilot Credit Generation Program for Marine Vessels

Rule 1632 – Pilot Credit Generation Program for Hotelling Operations

Rule 1633 – Pilot Credit Generation Program for Truck/Trailer Refrigeration Units

Rule 1634 – Pilot Credit Generation Program for Truck Stop Electrification

Rule 2507 – Pilot Credit Generation Program for Agricultural Pumps

All of the above pilot credit generation rules have been approved by U.S. EPA for inclusion in the State Implementation Plan (SIP).  

NOTE:  Each credit rule has specific requirements that must be followed.  Before implementing any MSERC or ASC program you should read the rule carefully and review all application forms, plan forms, and fee schedules.
