HUD AWARDS $36.5 MILLION TO BETTER HOUSE AND SERVE LOW-INCOME FAMILIES, THE HOMELESS AND PERSONS WITH HIV/AIDS
Technical assistance grants help HUD programs work better
WASHINGTON - Local communities around the country will be able to more effectively use their federal funding because of $36.5 million in technical assistance announced today by Housing and Urban Development Secretary Alphonso Jackson. HUD's Community Development Technical Assistance grants will assist local communities to produce more affordable housing, better serve persons who are homeless, and more effectively assist persons living with HIV/AIDS.
"Today, we make another investment in better government," said Jackson. "This funding builds on our partnership with local communities and nonprofit organizations to more effectively house and serve lower income persons and families who need our help the most."
The technical assistance grants announced today will:
- Assist local communities to better manage their Community Development Block Grant (CDBG) programs - $1.2 million;
- Help communities to produce more affordable housing through HUD's HOME Investment Partnerships (HOME) program - $9.2 million;
- Support Community Housing Development Organizations (CHDOs) around the country to provide decent housing opportunities that are affordable to lower income persons - $6.2 million;
- Improve the effectiveness of homeless assistance programs funded by HUD's Continuum of Care Programs - $11.6 million;
- Strengthen the management of local AIDS Housing programs funded under Housing Opportunities for Persons with AIDS (HOPWA) - $2 million; and,
- Aid nonprofit organizations receiving funding under HUD's Youthbuild Program to construct affordable housing while training at-risk young people in the construction trades - $6.2 million.
CDBG Technical Assistance
Five national community development organizations will receive funding to assist more than a thousand communities to better management their Community Development Block Grant (CDBG) Programs. For the past 30 years, CDBG has awarded over $108 billion to state and local governments to target their own community development priorities.
HOME Technical Assistance
The funding announced today will help nearly 700 communities to design and implement housing strategies that lead to more affordable housing in their areas. These strategies include making lower income homes more energy efficient, promoting employer-assisted housing and encouraging private sector involvement in the development of affordable housing.
CHDO Technical Assistance
This funding is provided to help local community-based nonprofit organizations to more effectively produce affordable housing at the grassroots level. These "community housing development organizations" or CHDOs work closely with local jurisdictions receiving HOME funding and further promote affordable housing opportunities to lower income persons and families living in those communities.
Homeless Technical Assistance
These awards will help existing grantees or potential applicants of HUD's homeless assistance programs to plan for and implement strategies that result in more permanent housing solutions for persons and families without a home of their own. This technical assistance will further support the Bush Administration's goal of ending long-term or chronic homelessness by 2012.
Housing Opportunities for Persons with AIDS (HOPWA) Technical Assistance
HOPWA Technical Assistance trains current and prospective grantees to design and institute comprehensive housing strategies to meet the complex housing and service needs of persons living with AIDS and their families. Housing assistance and the support services funded by the HOPWA program are a vital part of caring for those living with HIV/AIDS. A stable home environment is critically important for low-income persons with complex drug therapies and potential side effects from their treatments.
Youthbuild Technical Assistance
Two national technical assistance providers will receive funding to improve programs funded under HUD's Youthbuild Program. Youthbuild grantees provides young people between the ages of 16 and 24 with on-the-job training to acquire construction skills by building and renovating single-family homes and multi-family apartments. The homes are then sold at affordable prices to low- and very low-income persons as well as homeless individuals and families.
HUD is the nation's housing agency committed to increasing homeownership, particularly among minorities; creating affordable housing opportunities for low-income Americans; and supporting the homeless, elderly, people with disabilities and people living with AIDS. The Department also promotes economic and community development as well as enforces the nation's fair housing laws.
