Special Claims Guidebook is now available, and effective for all claims submitted on or after August 1, 2006. The Office of Housing Assistance Contract Administration Oversight has issued an implementation memorandum stating that you may email questions about the new Special Claims Guide to Special_Claims_Comment_Box@hud.gov.

New Rent Schedule Worksheet HUD 92458

New guidance and sample tenant handouts in English and Spanish explain effective fraud prevention. Owners are strongly encouraged to provide this form to tenants and applicants.

New Multifamily Statutory Mortgage Limits have been posted

New owner Section 8 contract renewal option sheet. HUD's signature is now required for projects renewing under Option 3b, referral to OAHP for restructuring, ensuring that the project will be considered eligible before the "OAHP Sunset" if the HAP contract is not executed prior to the sunset date of 9/30/06. "Out year" contracts may also be eligible for restructure. Please see your contract administrator or HUD project manager for additional details.

Multifamily Section 8 RHIIP/Occupancy training available free Online and can be used as a self-study manual or for group trainings.

The Pre-LIHTC Affordable Housing-Historical Context report provides an in-depth overview of the history of multifamily housing programs, particularly useful for participants new to HUD Multifamily programs.

As of July 1, 2006, ALL HUD 2530 submissions must be made electronically. NO PAPER SUBMITTALS WILL BE ACCEPTED!!! A number of customers have been unable to successfully submit and certify their information. To help you, we offer the following resources:

HUD Notice 96-19 has been extended covering telecommunications service contracts for project owners.

Changes in an owner's fiscal year end must be coordinated between the local project manager and REAC. REAC must modify the "from" date on the first annual financial statement, and also override overdue tracking to prevent erroneous referral to the Departmental Enforcement Center.

Owners and agents of certain subsidized multifamily projects must submit correct Housing Assistance Payment (HAP) vouchers containing tenant certifications, re-certifications and subsidy billings to HUD electronically through the HUD Tenant Rental Assistance Certification system (TRACS). The TRACS Tenant Compliance Percentage Standard will be increased from 85% to 90% Saturday, April 1, 2006. For further information, contact the Multifamily Help Desk at (800) 767-7588.

The 2006 Income limits have been posted.

If you contact the Multifamily Systems Help Desk (800) 767-7588), be sure to request a STARS ticket number and note the Help Desk technician's name, date and time of call. Notify your HUD Project Manager if the Help Desk cannot answer your questions.

The Tenant Rental Assistance Certification System (TRACS) Tenant Compliance Percentage Standard, currently at 85%, will be raised to 90%, effective April 1, 06. The new increase will affect any voucher submitted on or after April 1, 06. Please direct your questions to the Multifamily Help Desk, either by phone (800) 767-7588 or email.

This Listserv provides current RHIIP-related publications, news, information and occupancy tips, to help reduce errors in rent determinations and subsidy calculations.
