The
PIH Office of Capital Improvements administers the Capital Fund. The Capital Fund
provides funds, annually, to Public Housing Agencies (PHAs) for the development,
financing, and modernization of public housing developments and for management
improvements. The funds may not be used for luxury improvements, direct social
services, cost funded by other HUD programs, and ineligible activities as determined

Publishes NOFA making $995 million in Recovery Act funding
available to PHAs
The Department is pleased to announce that
it has published a Notice of Funding Availability (NOFA)
making $995 million of Capital Fund Recovery Act funding
available to PHAs. The Department is excited about the benefits
that will be realized by providing this funding. In addition
to providing a powerful stimulus to the economy through
job creation, this funding has the potential of transforming
the public housing program in a number of ways. First it
will direct a significant amount of funding to address the
needs of the elderly and persons with disabilities. Second,
it will provide a substantial amount of funding to transform
distressed public housing. Third, it will provide gap financing.
Finally, it will make a large investment in improving the
energy efficiency and environmental performance of public

American
Recovery and Reinvestment Act of 2009 - Announcement of
formula funding awards
In compliance with the American Recovery and Reinvestment
Act of 2009 (ARRA), the Department hereby announces the
award of $2.985 billion in ARRA Capital Fund amounts calculated
in accordance with the 2008 Capital Fund formula. (The Department
withheld $15 million of the $3 billion allocated for formula
grant funding under ARRA to fund a .5% set-aside outlined
in ARRA to pay for costs associated with implementing the
Act.) The Office of Capital Improvements
Recovery web page contains links identifying specific
grant amounts and providing ACC Amendments. PHAs are to
sign ACC Amendments for the awarded funds and forward them
to their respective Field Offices no later than Monday,
March 9, 2009.
This announcement does not include $1 billion in Capital
Funds that the Department is to allocate through a competition.
The Department will notify PHAs about the competition through
a separate announcement. |

Capital Fund Data Certification Schedule - Deadline
extended one week from February 20, 2009 to February 27,
2009
Pursuant to PIH
Notice 2008-46, the deadline for submitting Capital
Fund data certifications in the Public Housing Information
Center (PIC)/ Inventory Management System has been changed
to Friday, February 27, 2009.

PHAS High Performer list for
2009 Capital Fund Calculation and HOPE VI Replacement Unit
Counts
The Department is making preparations for calculating the
Capital Fund formula for 2009. As a part of the calculation
the Department is using PHAS designations for Federal Fiscal
Year 2007 to determine which PHAs will receive the high
performer bonus for the 2009 formula calculation. (Note:
for PHAs with fiscal years ends of 12/31/06 the 2006 PHAS
score is used; for PHAs with fiscal year ends of 3/31/07,
6/30/07 and 9/30/07 the 2007 PHAS score is used). PHAs can
validate whether they are on the High Performer list that
will be the basis for the formula calculation by reviewing
the linked High Performer list
for 2009 Capital Fund Calculation spreadsheet. (MS-Excel,
199 KB) The spreadsheet lists only PHAs that are designated
as high performers (it lists the Housing Authority Code,
the Housing Authority Name and the City/State of the housing
authority).
In addition, for PHAs that have HOPE VI Revitalization grants
the number of public housing units that a PHA is planning
to replace as part of its HOPE VI grant affects the number
of removed units that are eligible for Replacement Housing
Factor funds. PHAs can validate whether the count is correct
by reviewing the linked HOPE
VI replacement unit counts spreadsheet. (MS-Excel)
If a PHA believes there is an error in either list, it must
submit an e-mail explaining the error to PIHOCI@hud.gov
no later than February 20th, 2009. |
