Pre-award spending authority is granted effective May 7, 2000 for all Congressional earmarks and Fiscal Year 1999 continuation projects of the Job Access and Reverse Commute (JARC) Program. Pre-award spending authority allows you to incur operating and capital assistance costs using non-DOT funds prior to grant approval. Pre-Award spending authority is not a confirmation that your project has been selected to receive a fiscal year 2000 grant award.
If you wish to use pre-award spending authority, the expenditures must conform with all FTA requirements in order to remain eligible for future Federal reimbursement of project costs. Contact your FTA regional office to receive guidance as to how to properly proceed and to ensure that expense items are eligible under the JARC Program.
For applicants selected for JARC funding for the first time in fiscal year 2000, pre-award authority will be addressed upon selection of FY 2000 awardees.
