Convicted Sex Offender Sentenced to 10 Years in Federal Prison for Enticment of a Minor

Defendant met the victim over the Internet

Portland, Ore. – Robert Earl Hogan, age 36, formerly of Hillsboro, Oregon, was sentenced today by U.S. District Judge Anna J. Brown to 120 months in federal prison for enticement of a minor.  Following his release from prison the defendant will be required to serve at least five years of supervised release and, as required by law, to register with the state sex offender registration agency in any state in which he resides. 
                  
The defendant, a previously convicted sex offender, met the victim sometime in October 2007, over the Internet.  At the time the victim was 14.  During her involvement with the defendant, the victim turned 15.  Following a series of Internet and telephone conversations, the victim and defendant agreed to meet in Portland.  The victim was from California and convinced her mom to bring her to Portland under the guise of wanting to visit a local university.  She arrived in Portland, with her mom, in November 2007.  She subsequently asked her mom for time to explore the city on her own and she instead met up with the defendant.  The defendant took her back to his residence and the two engaged in sexual intercourse.  The victim and her mom flew back down to California the next day.  The mother was unaware of the victim’s relationship with the defendant.

After returning to California the victim continued to talk to the defendant, via the phone and Internet.  In December 2007, the victim again traveled up to Portland under the guise of meeting some “friends” she met during her last visit to Portland.  Again, the defendant and the victim engaged in sexual intercourse.  The defendant was arrested on December 30, 2007, after his probation officer received information he was with a minor female.  The defendant is also facing state charges in Washington County, Oregon. 

In 2002, the defendant was convicted of Attempted Rape in the Second Degree and Rape in the Third Degree in Washington County Circuit Court.  He was released from state prison in 2007.

“This defendant sexually exploited a child,” noted United States Attorney Karin J. Immergut.  “His crime is truly reprehensible and such a sentence should serve as a clear deterrent to him and others.  I applaud the collaborative efforts of all the law enforcement agents responsible for helping to bring him to justice.”

This case was investigated by the Hillsboro Police Department, the Federal Bureau of Investigation’s Innocent Images Task Force, and Washington County Community Corrections.  The Washington County District Attorney’s Office is prosecuting the related state case against the defendant.  The federal case was prosecuted by Assistant U.S. Attorney Scott Kerin.
