Our OrganizationLocated within the Department of the Interior, for over 30 years the National Business Center (NBC) has supported the Offices and Bureaus within the Department, as well as federal agencies outside the Department, as a Shared Service Center, providing world class business management systems and services. We offer a diverse, yet integrated set of administrative solutions, and are currently the only federal agency designated by both OMB and OPM as a Center of Excellence in the financial management and human resources lines of business. Our workforce of dedicated professionals with unsurpassed knowledge of federal business practices, along with our ability to leverage government and commercial best practices, allows us to service our customer base of more than 150 government agencies. The NBC uses the inter agency agreement (IA) vehicle, which simplifies the procurement processes for most Federal Agencies. NBC's statutory authority for providing cross agency support is through the Department of the Interior's working capital fund which was established pursuant to 43 USC 1467 (amended). The NBC provides exceptional value and improves the efficiency and effectiveness of our client agencies by allowing our customers to focus on their core mission. Our MissionThe NBC's mission is to provide quality services and efficient solutions to meet customer business needs through our most important asset - our people. Our VisionNBC's vision is to become the preferred Center of Excellence (COE) and provider of administrative and management support services within DOI and to external Federal Agencies. Our HistoryThe National Business Center (NBC) was established in 2000, through the consolidation of three service centers within the Department of the Interior: the Interior Service Center, the U.S. Geological Survey's Washington Administrative Service Center, and the Bureau of Reclamations' Denver Administrative Service Center. This merger realized the Department's vision to create a centralized organization providing shared services, improving operational efficiency and effectiveness and improving economies of scope and scale. Since then, the NBC has grown significantly in size and scope through the merger of additional organizations, including DOI University, DOD's former Reimbursable Contracting Team in Ft. Huachuca, DOI Inspector General's Indirect Cost Negotiations Offices, Appraisers from four DOI Bureaus, DOI's former Office of Aircraft Services and GovWorks. This Department's vision was further validated through the 2001 President's Management Agenda (PMA) which established cross-servicing as an important and lasting movement in the management of federal agencies. In response to the PMA's initiatives, in 2005, the Office of Management and Budget began the establishment of Lines of Business, Centers of Excellence (COE) to replace costly redundant individual service provisions within multiple federal agencies. Selected through OMB's competitive process, to date, the NBC is the only federal agency to be selected as a Center of Excellence in both the financial management and human resources lines of business Additional Links: |
