Howard A. Phillips, Refuge Manager

The refuge manager position includes broad responsibility for all refuge operations, programs, and functions including fire management, wildlife and habitat management, public use (including law enforcement and public safety), outreach, public relations, infrastructure maintenance, and administration. Provides overall guidance and direction to the staff in executing refuge programs. Ensures that refuge programs are delivered within our budget allocation and in accordance with applicable law, regulation, and policy. Serves as a law enforcement officer on the refuge.

Involved with the planning, design and prioritization of many projects, including water level manipulation, water control structure installation, dike construction and repair, habitat restoration and manipulation for different wildlife needs. Works on budget requests and the expenditure of funds, coordinates projects with other groups and organizations, supervises refuge employees and plans the refuge's hunting and fishing programs.

Wendy Stanton, Refuge Biologist

Runs the biological programs on the refuge including; aerial and ground waterfowl surveys, leg-banding, invasive species management, threatened and endangered species management, habitat management, and coordinating research needs on the refuge.

Debbie McGowan, Budget Assistant

Responsible for the day-to-day purchasing of supplies and equipment. Formulates and implements the funds received from Congress each year, and tracks the budget. Involved with all the clerical, administrative, and personnel-related issues for the refuge staff.

Responsible for the planning and implementation of the prescribed fire program and suppressing refuge wildfires.

Field biologist (one of a crew of 5) who works out of Pocosin Lakes NWR to help manage the surrounding wolf population.
