This scaffold is on a city sidewalk, and a saw horse is being used to increase the working height of the scaffold. This indicates that the scaffold is too short for the job. OSHA prohibits using "makeshift" objects (e.g., saw horses, buckets, milk crates, etc.) to increase the working height of a scaffold, because an unstable platform increases the likelihood of a fall.
