According to 1926.451(g), cross bracing can be used in place of a guardrail's top or midrail under certain conditions. In this case, the "X" on the cross brace is approximately 56 inches above the platform. It does not meet the requirements for a toprail, because the "X" must be between 38 and 48 inches above the platform. Other hazards include struck-by (no toeboards), and perhaps overloading with the mortar bucket.
