Section 647 Transmittal Letter to Selective
Members of Congress
The following is the unaddressed text of DOL's Section 647 Report
Transmittal letter that was mailed to 14 selective Members of Congress on
December 30th, 2004. The report addresses the Department's FY2004 Competitive
Sourcing activities.
"In compliance with Section 647(b) of Division F of the FY 2004
Consolidated Appropriations Act (P.L. 108-199), and on behalf of the Secretary
of Labor Elaine L. Chao, I am pleased to submit the following enclosed
documents pertaining to the Department of Labor's (DOL) FY 2004 Competitive
Sourcing activities:
- A spreadsheet summarizing programmatic information concerning the
Department's six competitions completed in FY 2004.

- A spreadsheet summarizing programmatic information concerning two
competitions announced by the Department in FY 2004 that are presently in
progress and scheduled for completion in May 2005.

- A discussion of steps the Department has taken to align its
competitive sourcing and strategic human capital management initiatives.

As the enclosures describe, DOL has completed competitions involving 66
FTEs in FY 2004. Competitions involving an additional 56 FTEs were pending at
the end of the fiscal year. Five of the six competitions that were completed
during FY 2004 resulted in continued in-house performance of the functions by
federal staff confirming the efficiency of DOL staff. The Department
anticipates announcing competitions that will study the activities of
approximately 339 FTEs during FY 2005.
