The Office of Policy and Communications
consists of the Office of Policy, Public Affairs, and Executive Secretariat. Under the executive direction of the Administrator, the Office of Policy and Communications plans, organizes, coordinates, and administers activities relating to the management of the Office of the Administrator, policy, public affairs, and executive secretariat functions.

Provide support, analysis and recommendations on broad subjects relating to the railroad industry, such as: mergers and restructuring; economic regulation; rail economics; financial health; traffic patterns and network analysis; labor-management issues; freight data and operations; intermodalism; environmental issues; legislative affairs;
and international programs.

Public Affairs
The Federal Railroad Administration Office of Public Affairs is the primary link between the agency and reporters, the public-at-large and others who have an interest in our nation's rail network. Executive Secretariat
The Executive Secretariat Team’s duties consist of the following:
- Correspondence analysis
- Control and tracking of correspondence
- Arrangement of documentation presentation
- Dissemination of written material of varying formats and contents
- Organization and safe-keeping of official documents and records
