of development to which they have fully participated.
CCHR is seeking to be one of the main actors in building a strong foundation of democracy at the grass-root level and it shall work
on informing the public to create awareness on human rights and democracy concepts and principles.

Kandal farmers lodge complaint over land grant to businessman

Nearly 1000 families in Kandal province’s Kampong OS commune they are losing their farmland to develop by a wealthy businessman and have appealed to local authorities to halt the building on a government concession granted in 2007 to their tycoon. “We have leaved on this land since 1979 and some families moved here in 1985. The land is our property but we have been told that we can’t change the government’s decision”. Said by villager San kim chhorn. Norng Narong, Kompong OS commune chief, confirmed that the disputed 1,690 hectars of farmland had been awarded to Dy Po, a private developer who is frequently named in Khmer language media’s coverage of land disputes. |

Ministers Agree To Recommend Troop

Winding up marathon talks on the Preah Vihear temple standoff that dragged late into Monday night, the
foreign minister of Cambodia and Thailand said they would recommends the removal of troops from the
disputed border area. “Both sides agreed to recommend to their respective governments as a provisional
arrangement pending survey and demarcation by the [Joint Border Commission] to
undertake…Redeploying both sides’ respective troops out of pagoda, and the temple of Preah Vihear,”
according to a statement released after the meeting. “Both foreign ministers agreed that both coutries should
exercise utmost restraint to avoid the possibility of armed confrontation so that the current problem may be
settled through peaceful means, using existing bilateral mechanisms,” the statement added. |

In the wake of the crushing victory by the CPP in Sunday’s national election, monitors and rights group were critical Monday that problems with voter lists had meant large numbers of people across the country disenfranchised. Committee for Free and Fair Elections President Thun Saray told a press conference
Monday that the problem was worse than during previous elections, with between 50,000 to 60,000 people affected. Comfrel Executive Director Koul Panha said the organization was investigating the matter. Election and Parliamentary Unit Head for Center Development Im Francois said as many as 25,000 people
were not able to vote in Battambang for a number of reasons, including lack of proper identification. |
