Healthy People 2010 Objectives for People
with Disabilities
The
1979 U.S. Surgeon General's Report on Health Promotion and
Disease Prevention, Healthy People established the Healthy
People initiative. Under this initiative, the U.S. health plan
is updated every 10 years. Recommendations made during the
Healthy People 2000 progress review included developing health
objectives for people with disabilities; and examining their health
and receipt of clinical preventive services.
Building on those recommendations, people with disabilities are
currently represented in 207 of the 467 objectives that span 21 of
the 28 Healthy People 2010 focus areas. However, data
on people with disabilities are available for only 88 of those 207
objectives. Focus Area 6 of the plan specifically contains 13
objectives that aim to promote the health and well-being of children
and adults with disabilities across their lifespan. Focus Area 6 is
co-led by the CDC's, Disability and Health Team and the National
Institute on Disability and Rehabilitation Research at the U.S.
Department of Education.
Recent Highlights
The number of adults with disabilities living
in congregate care settings (objective 6-7a) decreased
from 93,362 in 1997 to 61,561 in 2007, working towards
the 2010 goal of 46,681 persons. The percentage of
children and youth with disabilities who spend at least
60% of their time in a regular education classroom
increased from 45% during the 1995-96 school year to
53.7% during the 2006-07 school year working towards the
2010 goal of 60%. Sadness or depression among children
with disabilities, 4-17 years of age, decreased from 31%
in 1997 to 27% in 2005. The number of states with health
surveillance for people with disabilities increased from
14 states in 1999 to all 50 states, the District of
Columbia, Guam, Puerto Rico and the Virgin Islands in
2003 and beyond. |

is a searchable on-line database that contains baseline and tracking
data for all 467 Healthy People 2010 objectives. Updated quarterly, the
system permits users to access data by focus area, health indicators,
data source, specific objective, and specific population group.
Moreover, data can be charted and exported in a number of formats. State
data are available for selected objectives.
To identify people with disabilities during surveys,
the following standardized questions are recommended in Objective 6-1 of
the United States Healthy People 2010 plan.

the 22 supporting objectives developed for Healthy People 2010
represent the top health issues in America that can be addressed
with concerted effort. People with disabilities are represented in
12 of the 22 objectives that support the 10 indicators. The
