AIR FORCE

Dyncorp, Aerospace Technology, Fort Worth, Texas, is exercising an option to a $26,200,062 fixed-price-incentive contract, F41689-98-C0500-A00017, to provide for FY2000 aircraft maintenance support for the T-37, T-38, AT-38, and T-1A aircraft. Expected contract completion date is Sept. 30, 2000. The 14th Contracting Squadron, Columbus AFB, Mo., is the contracting activity.

NAVY

R&W Construction Company, Inc., Jacksonville, N.C.; Sauer Inc., dba Sauer Southeast, Jacksonville, Fla.; Atlantico Electric, Inc., Yorktown, Va.; and Humphrey Mechanical, Inc., Jacksonville, N.C., are being awarded a $15,000,000 firm-fixed-price indefinite-delivery/indefinite-quantity contract. The work to be performed provides for demolition, repair, replacement, extension and modification of heating ventilation air conditioning mechanical systems, steam and condensate lines, minor boiler repair, plumbing, piping, motors, controls, and incidental related work including painting, asbestos/lead paint abatement, architectural modifications, and related electrical work. This contract contains options, which, if exercised, will bring the cumulative value of this contract to $45,000,000. Work will be performed at Camp Lejeune, N.C., and Jacksonville, N.C., and is expected to be completed by September 2002. Contract funds will expire at the end of the current fiscal year. The basic contract was competitively procured with 37 proposals solicited and 13 offers received. These four contractors may compete for task orders under the terms and conditions of the existing multiple awardee contract. The Optomec Design Company*, Albuquerque, N.M., is being awarded a $7,733,798 modification to previously award contract N00014-99-C-0243 for the direct fabrication of passive electronic components. This company will develop a process that will eliminate the need for printed circuit boards in electronics and will allow direct writing of electronics on various substrates. Work will be performed in Albuquerque, N.M., and is expected to be completed by July 2003. Contract funds will not expire at the end of the current fiscal year. The contract was

competitively procured through a Broad Agency Announcement that is currently open and on-going, therefore, it is not possible to determine the number of offers received. The Office of Naval Research, Arlington, Va., is the contracting activity.

Mitchell Brothers, Inc.*, Beaufort, S.C., is being awarded a $7,050,500 firm-fixed-priced, design build contract for the interior and exterior renovation of thirteen facilities within the 4th Battalion Women's Complex at the Marine Corps Recruit Depot, Parris Island, S.C. This contract contains six options which will be exercised within 180 calendar days of contract award and will bring the cumulative value of this contract to $17,412,475. Work will be performed in Parris Island, S.C., and is expected to be completed by July 2002. Contract funds in the amount of $16,909,529 will expire at the end of the curent fiscal year. This contract was competitively procured with 63 proposals solicited and eight offers received. Sikorsky Aircraft Corp., Stratford, Conn., is being awarded a $5,464,781 cost-plus-fixed-fee contract for Cypher II prototype aircraft and ground control stations. This contract contains options, which, if exercised, will bring the cumulative value of this contract to $9,222,659. Work will be performed in Stratford, Conn. (87%) and West Palm Beach, Fla. (13%), and is expected to be completed by March 2001. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured with 19 proposals solicited and five offers received. The Marine Corps Systems Command, Quantico, Va., is the contracting activity (M67854-99-C-2081).

ARMY

Coakley & Williams Construction Inc., Gaithersburg, Md., was awarded on Sept. 10, 1999, a $5,086,000 firm-fixed-price contract for construction of an Emergency Services Center, with space for the Provost Marshall's Office and the Fire Protection & Prevention Office. The facility will include four bays for emergency apparatus. Work will be performed at Ft. Meade, Md., and is expected to be completed by June 22, 2001. Contract funds will not expire at the end of the current fiscal year. There were 89 bids solicited on July 2, 1999, and four bids were received. Encorp International Inc.*, Fairfield, Ohio, was awarded on Sept. 10, 1999, a $10,086,590 firm-fixed-price contract for construction and repairs to the F-16 depot facilities in Egypt. Work will be performed in Helwan, Egypt, and is expected to be completed by March 9, 2001. Contract funds will not expire at the end of the current fiscal year. Support requirements include management, supervision, analysis, programming, debugging, testing, maintenance, and documentation. The contract shall provide the vehicle for soliciting training requirements, converting them into resourced training programs, allocating and managing training seats, making training seat reservations for students and recording student input and output from class. All work will be performed at the contractor site in Fairfax, Va. (75%), except for the Operation Research Analyst, which will be performed at the government site in Washington, D.C. (25%), and is expected to be completed by Sept. 13, 2004. Of the total contract funds, $2,481,143 will expire at the end of the current fiscal year. There were 109 bids solicited on Aug. 27, 1999, and one bid was received. The Defense Supply Service-Washington, Washington, D.C., is the contracting activity (DASW01-99-D-0037).

Centennial Contractors Enterprises Inc., Vienna, Va., is being awarded a firm-fixed-price contract (appropriation number and dollar value will be issued with each delivery order), with a cumulative total of $21,948,000 if all options are exercised. The contractor will perform minor construction and repairs at Ft. Huachuca and will include the Reserve Center. Work will be performed at Ft. Huachuca, Ariz., and is expected to be completed by Sept. 30, 2004. There were 62 bids solicited on March 26, 1999, and 11 bids were received. The U.S. Army Training & Doctrine Command, Ft. TJC Engineering Inc., Prospect, Ky., is being awarded a $6,203,337 firm-fixed-price contract for construction of whole neighborhood revitalization of up to 86 single family duplex housing units in Phase 4 of Werner Park. Renovation of the units includes some new construction to increase square footage and add garages, new heating and air conditioning, new wiring and panels, plumbing, new kitchens and bathrooms, and windows and roofs. Demolition involves lead paint and asbestos abatement. Some units to become handicap accessible. Exterior work includes replacement of asphalt roads, new driveways, sidewalks, patios, playgrounds, trails and landscaping. Utility work includes underground electrical distribution, cable and telephone, sewer lateral replacement and storm drainage improvements. Work will be performed at Ft. Campbell, Ky., and is expected to be completed by Sept. 13, 2001. Contract funds will not expire at the end of the current fiscal year. SciTech Services Inc.*, Abingdon, Md., is being awarded an indefinite delivery/indefinite quantity contract, with a not-to-exceed total of $8,000,000 if all options are exercised. The contractor will provide environmental, safety, health, and research support for the operations at the U.S. Army Soldier Biological Chemical Command activities. Work will be performed at Aberdeen Proving Ground, Md. (75%); inside the continental United States (20%); and outside of the continental United States (5%), and is expected to be completed by Sept. 13, 2005.
