in more than 50 countries in the developing world. First, second, and graduation tier countries are indicated below and listed by region:

¹First Tier: Bangladesh, Afghanistan, Yemen, Mali, Philippines, Senegal, Mozambique, Ghana, Guatemala, Bolivia, Liberia, Russia, Ukraine, Azerbaijan, Georgia, and Armenia
²Second Tier: Sudan, Angola, Guinea, Benin, Nepal, South Africa, Zimbabwe, Cambodia, Jordan, El Salvador, Honduras, Nicaragua, Kazakhstan, Tajikistan, Albania, Turkmenistan, Kyrgyzstan, and Uzbekistan
