About

Who We Are

The Federal Firearms Licensing Center (FFLC) is a branch within the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) responsible for licensing firearms manufacturers, importers, collectors, and dealers, and implementing related legislation. These tasks are accomplished through the efforts of our office located in Martinsburg, West Virginia, working in coordination with the bureau's headquarters office in Washington DC and ATF field offices throughout the country.

Our Customers

The Federal Firearms Licensing Center in Martinsburg, West Virginia provides services to the following customers regarding Federal Firearms Licensing:

  • Current licensees (holders of Federal Firearms Licenses)
  • Applicants for licenses (individuals, partnerships, corporations)
  • ATF personnel making inquiries for investigation/inspection purposes.
  • Individuals (members of the general public) and businesses making inquiries.
  • Anyone, internal or external to ATF, making inquiries for information regarding the licensing process. This includes congressional or media inquiries.
  • Federal, state and local government agencies in regards to licensing matters.
Our Services

The Federal Firearms Licensing Center provides the following services to our customers:

  • Assists in completing firearms applications.
  • Assists in complying with applicable laws and regulations.
  • Reviews submitted applications for firearms licenses and determines the eligibility of applicant.
  • Issues licenses to our customers on approved firearms applications.
  • Notifies other applicants of their ineligibility for a firearms license.
  • Coordinates field inspection of applicants and licensees.
  • Participates in the prosecution of violators of the firearms laws by testifying in court.
  • Verifies a license status to industry members and law enforcement agencies to ensure lawful transactions.
  • Assists in the tracing of firearms used in crimes by providing historical information on the licensed or permitted industry and securing records of our business licensees.
  • Maintains the firearms license database.
  • Responds to inquiries by phone, in writing, or via e-mail on the application process and applicable regulations.

Our Future

We have established a system with the division to address customer concerns, complaints, comments and commendations. We will monitor customer complaints from inception to resolution and use the results to improve our service. In addition, we will periodically conduct surveys to determine how well we are meeting our customer service objectives. We will continuously upgrade and improve the service we provide. We will continue to explore initiatives to improve our service to you.

Information on the status of a license application may be obtained from the examiner assigned to handle the applications review for your specific geographic area at the licensing center.
