ARB's Diesel Emission Control Strategies Verification

The Regulation for the Verification Procedure for In-Use Strategies to Control Emissions from Diesel Engines was created and adopted by our Board on May 16, 2002. The goal of the Verification Procedure is to ensure real emission reductions, along with an emission control system that is durable and compatible with various engines and applications.  The Air Resources Board does not charge a fee for Verification; however, all applicants should be aware that as part of the Verification process, it is the applicant’s responsibility to provide data to verify emission reduction claims.  This includes specific laboratory testing for which the applicant bears the total cost, along with robust in-use testing which is required after the diesel emission control devices have been in operation for a certain period of time.  Annual warranty reporting is also required by each manufacturer, for each of their verified products.


A number of criteria need to be considered when purchasing diesel exhaust retrofits known as "verified diesel emission control strategies" (DECS) or (VDECs) to comply with Air Resources Board (ARB) diesel regulations.  For additional information on selecting, installing and maintaining a DECS please visit the Heavy-Duty DECS Installation/Maintenance page.

January 29, 2014  -  Workshop

The Staff of ARB will be holding a public workshop to discuss new amendments to the Verification Procedure, Warranty, and In-Use Compliance Requirements for In-Use Strategies to Control Emissions from Diesel Engines on January 29, 2014. At this workshop, Staff will discuss the warranty reporting requirements for both DECS manufacturers and authorized installers, with special emphasis on the new installer's obligations. March 10, 2011

The amendments to the regulation for the Verification Procedure for In-Use Strategies to Control Emissions from Diesel Engines has been approved by the Office of Administrative Law (OAL) and was filed with the Secretary of State on January 18, 2011. The regulation became effective on February 17, 2011. The changes to the regulation may be found here.

Public Notice to Discuss Proposed Amendments to the Verification Procedure.

As of January 1, 2009, all verified diesel retrofits sold and installed must comply with the 2009 nitrogen dioxide (NO2) emissions limit as defined in the Verification Procedure, Warranty and In-Use Compliance Requirements for In-Use Strategies to Control Emissions from Diesel Engines (the Procedure), title 13, California Code of Regulations, sections 2700-2710.  More information, including the conditional grace period for installation, can be found in Mail-Out #MSC 08-26.
