ALLIANCE ANNUAL REPORT
Occupational Safety and Health Administration and the
Printing Industry

Overview
The Printing Industry Alliance, with four trade associations in the printing industry, focuses on ergonomics, with major
emphasis on guidelines under development by the participating trade associations. The associations are:
- Printing Industries of America, Inc./Graphic Arts Technical Foundation (PIA/GAFT)
- Screenprinting & Graphic Imaging Association International (SGIA)
- Flexographic Technical Association (FTA)
- Envelope Manufacturers Association (EMA)
Alliance goals include developing and delivering training on ergonomics and also on developing and disseminating information
at conferences, events, and print and electronic media. Other goals include promoting the effectiveness of ergonomic
programs, cross-training OSHA and industry personnel on ergonomic best practices in the industry, and promoting OSHA's
cooperative programs within the industry. The Alliance also focuses on promoting the national dialogue on workplace safety
and health by encouraging member companies and worksites to act as industry liaisons for OSHA and to share solutions and
data.

- Events and Products
Training and Education
Specific activities have not yet been planned to meet the training and education goal of the Alliance. This goal will be
addressed by the implementation team after the industry-produced guidelines are completed.
Outreach and Communication
Events
OSHA and the Alliance participants have participated in several conferences:
- On September 25, 2002, Jim Kyger, Director, Federal Employment Compliance Assistance, Printing Industries of America, Inc.
addressed the OSHA Compliance Assistance Conference about his association's experience in collaborating with OSHA in an
Alliance with three other printing associations.
- EMA Conference, October 18-20th, 2002, in San Francisco, California, where Christopher Lee, Deputy Regional Administrator
of Region IX, OSHA, addressed the EMA Education and Training Committee on the Alliance and OSHA's four-pronged approach to
ergonomics.
- On January 8, 2003, Gary Jones, Manager Environmental, Health, and Safety Affairs for Graphic Arts Technical
Foundation/Printing Industries of America, gave a presentation at the Newspaper Association of America's Annual Technical
Committee Meeting in Phoenix, Arizona. The presentation focused on current and future OSHA activities affecting newspapers.
Among the topics covered was a review of the OSHA-Printing Industry Alliance on ergonomics.
- On January 24, 2003, Paula White, Director of Cooperative and State Programs, addressed the SGIA Safety and Health
Committee in Fairfax, Virginia, about the Alliance and encouraging participation in OSHA's recognition programs.
- NEHS Conference, March 23rd-25th, 2003, in Louisville, Kentucky.
- John Henshaw, Assistant Secretary, OSHA was the keynote speaker.
- Jennifer Kim, Office of Partnerships and Recognition, OSHA spoke on the VPP.
- Jim Washam, Machine Guarding Coordinator, Cincinnati Area Office, OSHA was a panelist in "Meet Your Inspector."
- OSHA had a table-top display and distributed targeted CDs.
- Info*Flex, May 4-7, 2003, in Salt Lake City, Utah, where the OSHA tabletop exhibit was provided and staffed by OSHA's
Region VIII.
- On May 6, 2003, Lisa Ramber, Office of Outreach Services and Alliances, participated in a panel on ergonomics at the Web
Offset Association's 51st Annual Management and Technical Conference in Nashville, Tennessee. The purpose of the panel was to
expose printers and equipment manufacturers to the importance of the industry's approach to solving ergonomic injuries. The
Alliance between the PIA and OSHA was highlighted, as well as the pro-active approaches the industry has been taking to
develop guidelines for solving ergonomic problems.

- Redesign and revision of the contents of the Printing Industry Safety and Health Topics page (ongoing).
Promoting the National Dialog on Workplace Safety and Health
- At the kick-off meeting, PIA, SGIA, FTA, and EMA asked for a briefing on OSHA's cooperative programs so that they could
most effectively act as industry liaisons and resources. That briefing, held in September 2002, was so successful in
identifying and beginning to address issues of mutual concern that the Directorate of Cooperative and State Programs has
instituted a quarterly briefing for all interested Alliance participants.
- PIA, SGIA, FTA, and EMA leaders have taken their role as liaisons very seriously, spending hours talking to others, both in
and outside of the industry, about the benefits of working cooperatively with the Agency. They have generated interest among
several other groups in forming OSHA Alliances, such as landscapers and the gravure association.

- Results
The numerous presentations made by OSHA representatives during the first year of the Alliance have resulted in a growing
awareness within the printing industry of the new OSHA. For example, when Assistant Secretary Henshaw spoke at the National
Environmental, Health, and Safety (NEHS) Conference in March of 2003, attendees remarked that Mr. Henshaw must really care
about the industry to take the time to travel to and address “such a small conference.” Moreover, they were impressed by his
sincerity and commitment to changing the Agency. This reportedly made the Alliance real to members of the associations
participating in the Alliance.

- Upcoming Milestones
Renewal of Alliance agreement, with one new signatory, the Gravure Association of America. (The Envelope Manufacturers
Association will not be signatory to the renewal, due to the fact that the issues addressed in the Alliance are not a current
focus for the organization.)
