The Office of the Federal Detention
Trustee's Procurement Division is responsible for the negotiating
and award of contracts issued in support of OFDT operational needs.
The United States Department of Justice (DOJ) acquires detention
bed space to house pretrial detainees through Intergovernmental
Agreements with state and local governments and contracts with
private vendors. The Division is responsible for providing oversight
of detention management and for improving and coordinating detention
activities of Federal agencies involved in contracting for detention
services to ensure consistent methods are used. The Division also
handles contract actions required for a full range of detention
services acquisitions including contracts for guard, medical, transportation
services, and detention services, augmenting the efforts of the
United States Marshals Service and U.S. Immigration and Customs
Enforcement.
eIGA
On November 18, 2007, the Office of the Federal Detention Trustee
implemented a new web-based electronic Intergovernmental Agreement
System (eIGA). The U.S. Marshals Service and OFDT now process all
Intergovernmental Agreements with State and local jail facilities
through eIGA. The Federal Bureau of Prisons and Immigration and
Customs Enforcement also plan to implement eIGA at a later date.
eIGA is accessed through OFDT's DSNetwork (see navigation bar on
the left of the page.)
With eIGA, jail facility operators complete the online application
which includes the jail's requested rate, the Jail Operating Expense
Information sheet, and other relevant information.

Making the Right Connections
The following information is provided to assist you
as a small business source for government solicitations,
vendor registries, and other specifics that will support
you with your marketing business opportunities with DOJ.
One of your first considerations in deciding whether you want to
do business with the OFDT will probably be to determine how the
Federal acquisition process works and how you can participate in
it. The acquisition process is the system by which a Federal agency
obtains the goods and services it needs to function. You may participate
in the Federal acquisition process by receiving and responding
to acquisition solicitations that you believe your company can
perform. You may obtain copies of these solicitations by requesting
them directly from agencies advertising pending acquisition actions
in the FedBizOpps. OFDT welcomes and encourages your participation
in the acquisition process.

OFDT solicitations and awards over $25,000 are posted on the Federal
Business Opportunities (FedBizOpps) website. It is the single
government point-of-entry for Federal government procurement
opportunities over $25,000. Interested parties are strongly
encouraged to register for notifications of solicitations in
their area of expertise and are responsible for monitoring this
site for the most up-to-date information about OFDT acquisitions.

OSDBU is responsible for fostering the use of small businesses
as Federal contractors. To accomplish this task, it develops
and implements appropriate outreach programs aimed at heightening
the awareness of the small business community to the contracting
opportunities available within the Department.

This is a Small Business Administration site where small business
vendors may register their businesses. This site is available
to and accessed by government agencies when searching for small
business sources. To do business with the Federal Government
your firm must be registered in CCR.

GSA’s Office of Small Business Utilization (OSBU) advocates
for small, minority, veteran, HUBZone, and women business owners.
Its mission is to promote increased access to GSA’s nationwide
