The Defense Threat Reduction Agency (DTRA) is required under the Freedom of Information Act (FOIA) to disclose records requested in writing by any person. The FOIA as amended directs each Federal Government Agency to provide electronic access to these records. This page was designed for that purpose. These records may reflect deletions of portions of the information in accordance with FOIA's nine exemptions for withholding information. The Department of Defense (DoD) Regulation 5400.7-R, September 1998 provides guidance regarding administration of the FOIA Program within DoD.

All documents are maintained in Adobe format and may contain redactions. Unredacted copies of reading room documents are no longer available. A separate FOIA request will be required for any redacted portions.
There is no initial fee to make a FOIA request. However agencies are authorized by law to recover the direct costs of providing information to requesters. Requesters are categorized under the following:
Commercial - Pay all search, review, and duplication
Educational or Noncommercial Scientific Institutions or News Media - Pay duplication charges in excess of 100 pages
Others - Pay search and duplication fees in excess of 2 hours search and 100 pages
Established DoD fees are; clerical search and review @ $20 per hour; professional search and review @ $44 per hour; computer search varies according to the system used; microfiche @ 0.25 per page; and reproduction costs @ 0.15 per page.
It is DoD policy to waive all assessable fees if the total amount does not exceed $15.
If you intend to ask for a fee waiver, your request should describe how the disclosure of the information is in the public interest and explain how you will disseminate this information.
When submitting a FOIA request you must include in your request a willingness to pay fees. If you do not adhere to this, your request will not be processed until such willingness has been stated.
DoD Security Background Investigation - If you have had a security clearance granted by the DoD and are requesting any information from the investigation, then you should send a request to the Defense Security Service.
