Wayne C. Beyer, Chair
Wayne C. Beyer has been a member of the Administrative Review Board since 2002, with 2007 away from the Board as a Presidential appointee at the Federal Labor Relations Authority. Beyer was in private law practice in New Hampshire for 18 years as an associate and then partner at prominent firms. He had a federal court litigation and municipal defense practice. In late 1996, Beyer joined the Corporation Counsel’s Office for the District of Columbia, where, as senior litigation counsel, he defended § 1983 cases alleging police misconduct. He has published and taught widely in the civil rights area. Earlier in his career, Beyer was Chief of Staff and then Principal Deputy General Counsel at the U.S. General Services Administration. Beyer is a member of the New Hampshire and District of Columbia Bars and holds degrees from Dartmouth College, Harvard University, and Georgetown University Law Center.
Oliver M. Transue, Member
Oliver M. Transue is an employment law specialist, arbitrator and
former municipal court judge. He holds a B.A. from Yale University and a J.D.
from the University of Arizona.Prior to joining the ARB, Mr. Transue was an
employment arbitrator in Tucson, Arizona, where he arbitrated disputes
concerning Arizona state employees involved in serious discipline and whistle
blowing cases. From 1988-1992, Mr. Transue served as a municipal court judge
pro tempore for the town of Oro Valley, Arizona.He also served as chief
prosecutor for the city of Tucson, Arizona. Mr. Transue was a panelist with the
American Arbitration Association and is a member of the American Bar
Association Labor and Employment Law Section, Committees on Alternative Dispute
Resolution in Employment and Labor Law, Equal Employment Opportunity and
Federal Service Law. From 1981- 1986, Mr. Transue founded and managed
OmniSport, Inc., where he negotiated contracts and served as counsel for
several National Football League players.
