Accelerated Permit Processing

Arizona Administrative Code (AAC) R18-2-326 (I) provides for an accelerated processing of permits for those sources that request and are willing to pay for the actual cost of acceleration. As a result, ADEQ has established an Accelerated Permit Processing Program using outside contractors.

The permit applicants who wish to use this accelerated permit review process must inform ADEQ of the intent to submit a permit application under this program 60 days before submitting the permit application. This duration is needed to select the appropriate contractor and prepare the task assignment documents. The permit applicant needs to submit an application fee of $15,000 along with the request for accelerated processing. The permit application fee is applied towards the final cost of processing the permit.

Air Dispersion Modeling for Permits

Air Dispersion modeling is the mathematical simulation of how air pollutants disperse in the ambient atmosphere. Based on emission source data, meteorological data as well as topography information, a dispersion model provides an estimate of the downwind concentration of pollutants as they travel away from emission sources. Dispersion models can be used to determine whether a new source will adversely impact an area or to predict whether the control of an individual source will have a beneficial effect. For example, these models are used to determine compliance with National Ambient Air Quality Standards (NAAQS), and other regulatory requirements such as New Source Review (NSR) and Prevention of Significant Deterioration (PSD) regulations.

Meteorological data were processed with AERMET version 15181 along with AERMINUTE. A minimum wind speed threshold of 0.5 m/s was used to treat winds below the threshold as calms. Data is available for the five-year period of 2009-2013 except Page, Winslow, and St. Johns. For the three stations, data is available for the five-year period of 2009-2012 and 2014 because monthly 1-minute data are missing from June to December in 2013.
