John G. Caporal

Mr. John Caporal is the Deputy Director of the Air Force Small Business Programs Office. He assumed these duties 1 November 2004. Prior to that, he was the Deputy Chief of the Mission Support Division, SAF/AQCX.

Mr. Caporal began his career as a GS-0301-5 Summer Intern at Wright-Patterson AFB while attending graduate school at the University of Dayton. Then he was accepted into the AF Logistics Command “Mid-Management Program” in October 1983. He was assigned to the Directorate of Contracting at the San Antonio Air Logistics Center, Kelly AFB, TX. He worked as a buyer and later as a Contracting Officer in the T-38/F-5 Fighter section and later was a Contracting Officer on the TF-39 engine program.

In 1986, he was selected to return to AFLC headquarters as a Procurement Analyst and later was tapped to provide functional support to the AFLC Contracting Data Management System program. In 1988, he joined ASC as a Contracts Specialist on the B-2 program. While at Wright-Patterson, he graduated from Air Command and Staff College, completed by seminar.

In 1989, he returned to San Antonio after being selected as a Career Program Administrator on the PALACE TEAM at Randolph AFB. He was responsible for implementing a new program management briefing, established the AFIT Master’s Program for civilians and developed a new Palace Acquire/Copper Cap recruiting policy. He was also responsible for the training, development and placement of Air Force interns.

Then he was selected to help stand up the Environmental Contracting Division that supported the fledgling Air Force Center for Environmental Excellence at Brooks AFB. He and his team helped establish the organization’s success by awarding new contracts through source selections while also producing a record volume of task orders to support on-going projects. He and his AFCEE counterparts pioneered a cooperative Contracting/CE partnership which resulted in many customers sending their environmental projects to AFCEE. In 1996, he was selected to participate in the Streamlined Education with Industry program at Radian International LLC, Austin Texas. In 1999, he was picked by the Director of Contracting to revitalize the Acquisition Support Team.

In 1999, John moved to Washington, D.C., to join the Air Staff to manage the Air Force Government-wide Purchase Card Program. In 2001, he returned to Career Development, this time from an Air Staff perspective, by being assigned to AQCX. He was selected for the deputy position in August 2002.
