Report of the National Data Interchange Standards (NDIS) Task Force, January 2003

 

The Health Insurance Portability and Accountability Act of 1996, Public Law 104-191, was enacted by Congress to reform the healthcare insurance market and simplify health care administrative processes.

Subtitle F, Administrative Simplification, of Title II, Preventing Healthcare Fraud and Abuse, of HIPAA is specifically intended to reduce the costs and administrative burdens of health care by making possible the standardized, electronic transmission of many administrative and financial transactions that are currently carried out manually on paper. 

The 76th Texas Legislature  (Senate Bill 1591) created the National Data Interchange Standards (NDIS) Task Force to develop a coordinated strategy for state implementation of the national data interchange standards adopted under HIPAA.  As specified by the legislation, member agencies of the task force are:

  • Texas Comptroller of Public Accounts
  • Employees Retirement System of Texas
  • Texas Department of Health
  • Texas Health Care Information Council
  • Health and Human Services Commission
  • Texas Department of Human Services
  • Texas Higher Education Coordinating Board
  • Department of Information Resources
  • Texas Department of Insurance
  • Texas Department of Mental Health and Mental Retardation
  • Teacher Retirement System of Texas
  • State Office of Risk Management
  • Texas Workers' Compensation Commission
