Types of Grants -- Accomplishments
-- Grant Awards
Three types of grants have been available through the UPARR
program:
- Rehabilitation grants-
provide capital funding to renovate
or redesign existing close-to-home recreation facilities.
- Innovation grants-usually
involve more modest amounts of funding aimed to support
specific activities that either increase recreation programs
or improve the efficiency of the local government to operate
existing programs.
- Planning grants-provided
funds for the development of a Recovery Action Program plan.
To be eligible for Rehabilitation or
Innovation grants a jurisdiction is required to maintain a
current Recovery Action Program plan approved by the National
Park Service. The Recovery Action Plan serves both as a guide
to local action planning and as a statement of a community's
commitment to the revitalization goals of the UPARR program.
Accomplishments
From
1978 through 2002 the UPARR program awarded nearly $272 million
for 1,461 grants to 380 local jurisdictions in 43 States,
the District of Columbia and Puerto Rico. UPARR grants provided
recreation opportunities for all ages, all ethnic groups,
people with and without disabilities, senior citizens to at-risk
youth, latchkey children, and young adults.

Types of recreation facilities
rehabilitated through the UPARR program include:
- playgrounds
- recreation centers
- ball fields

- neighborhood parks
- swimming pools
- picnic areas

- tennis courts & basketball
courts
- hike/bike/exercise trail

Many non-recreation facilities were converted
into recreation centers and put to better use. Examples of
conversion projects:

- Jersey City, NJ
- A parking garage-
Wilmington, DE
- An old fire house -
Portland, OR and Somerville, MA
- National guard armories-
Chicago, IL and Mohawk, NY
- A shopping center sidewalk-
Pascagoula, MS (converted into
a fitness course for senior citizens)
Recreation sites rehabilitated through
the UPARR program are protected under Section 1010 of the
Urban Park and Recreation Recovery Act of 1978, as amended,
Public Law 95-625.

Grant Awards
In FY 2002, the National Park Service
awarded $28.9 million in UPARR grant monies to 71 cities and
counties across the nation. 191 proposals were received from
local governments across the nation requesting $78.1 million.
