Creation of Position: In Sep 1979, the Department of State established the Office of the Comptroller to assume budget responsibilities previously held by a Deputy Assistant Secretary for Budget and Finance in the Bureau of Administration. The Secretary of State designated all incumbents, who hold a rank equivalent to an Assistant Secretary of State. On Nov 19, 1989, the Department changed the title of the Comptroller to Chief Financial Officer, and placed that official in charge of a newly created Bureau of Finance and Management Policy, which also subsumed the functions of the previous Office of Management Policy.
