Creation of Position: In the Arms Control and Disarmament Act (Sep 26, 1961; P.L. 87-297; 75 Stat. 631), Congress established the U.S. Arms Control and Disarmament Agency. This agency formulates and implements arms control and disarmament policies through performing research, providing advice, and preparing for and participating in international negotiations in this area. All Directors have been appointed by the President, with the advice and consent of the Senate.
