House Committee on Judiciary, Subcommittee on The Constitution will conduct an open hearing to markup HR 2436, a bill to amend title 18 and the Uniform Code of Military Justice to protect unborn children from assault and murder. This markup was scheduled for July 22, 1999. No DoD witnesses are scheduled to appear.

Senate Committee on Foreign Relations, Subcommittee on International Operations will conduct an open hearing on U.S. policy toward victims of torture. Witnesses include: Panel 1 - Bennett Freeman, Deputy Assistant Secretary of State, Bureau of Democracy, Human Rights and Labor; Ann VanDusen, Deputy Assistant Administrator, Bureau for Policy and Program Coordination, U.S. Agency for International Development. Panel 2 - Douglas A. Johnson, Executive Director, Center for Victims of Torture, Minneapolis, Minn; Inge Genefke, Secretary General, International Rehabilitation Council for Victims of Torture, Copenhagen, Denmark.
