Secretary of Defense Robert M. Gates and Chairman of the Joint Chiefs of Staff, Adm. Acting Inspector General Gordon Heddell testifies at a hearing of the House Appropriations Committee on outsourcing at 10 a.m. EST in room H-140 Capitol.
